MILCOM FORMS JOINT VENTURE WITH RUSSIAN SOFTWARE COMPANY
Orlando, FL, December 1, 1999 ---Military Commercial Technologies, Inc. (MILCOM-http//www.milcom.net/), a world leader in commercializing military technology, announced the recent formation of its fifth start up company---Interpretive Information Systems, LLC (IIS, LLC). IIS, LLC, which will be headquartered in Orlando, is a joint venture between MILCOM and EC-Leasing, a Russian software development and computer leasing company, headquartered in Moscow. IIS, LLC will have overall responsibility for the worldwide marketing of ISX and related professional services.
The ISX software product, developed in Russia is based upon customer requirements within Russia. These requirements included operating back level IBM Operating Systems on the latest IBM technology. ISX provides the framework to operate IBMs current and non-current S/390 and all non-current S/370 Operating Systems and their applications on IBMs latest S/390 CMOS hardware systems and IBMs premier OS/390 operating system software products with no modification. IBM customers worldwide can now use ISX to migrate to the latest IBM technology S/390 offerings. Entire legacy computer software systems can be migrated to new IBM mainframes within hours using ISX.
Currently, there are 25 customers in Russia and in Germany who are using this software technology to help run their businesses. A formal Software Remarketing Agreement has been signed between IBM and IIS. It is the objective of IIS, LLC to expand the number of ISX customers worldwide to thousands over the next 5 years. According to Mr. Josephs, "the initial marketing strategy for IIS, LLC will be to use IBMs worldwide existing network of S/390 business partners".
MILCOM has appointed Gene Josephs CEO of IIS, LLC. Mr. Josephs is President of Investment Partners of Orlando (IPO), a group he helped form after his retirement from IBM in 1997. He is an advisor to the executive management of Computer Concepts Corp., a software company focused on internet based decision support software products; a founding director and chairman of Executive Committee of First Mercantile National Bank, recently sold to Regions Financial Services; present Director of First National Bank of Central Florida and corporate securities representative for the TransAm Private Offering annual Tax Certificate Program. Mr. Josephs was a Senior Manager at IBM with 31 years of management, marketing and engineering experience. Mr. Josephs has a Bachelor of Science degree in Physics and an MBA from New York University.
Gene Josephs has formed a strong working relationship with the principals of EC Leasing who have developed world-class operating systems software designed primarily for IBM S/390 Server Systems. Mr. Josephs stated, "This new company will be able to market the primary software product Interpretive Space Executive (ISX) worldwide. The combination of the unique Russian software technology with MILCOMs total support structure and professional management team will provide the framework for a quick start and a successful business venture." Mr. Josephs anticipates that IIS, LLC will be profitable by midyear 2000.

EC-Leasing is an independent Russian software vendor and IBM mainframe business partner. The company was created in 1994 by a group of software engineers. During the last 30 years these engineers developed IBM mainframe compatible operating systems. Their operating systems were installed in 15,000 IBM compatible mainframes in the former Soviet Union.
EC-Leasing accumulated this high-tech software experience and won more than fifty percent of the Russian IBM mainframe market. EC-Leasing currently has developed software that is being sold by IBM worldwide.
